How Solar Installation Works in New Haven
Use this sequence to organize a proposal, assign responsibilities and keep approval records. Start with your own address and project details. 1. Identify the utility and application path
United Illuminating lists New Haven in its service territory. RRES is administered by UI and Eversource in their respective territories, so check the electric distribution utility on your bill before choosing an application path. Bring the utility name and your usage history to the first discussion. Ask the installer to state the tariff choice, equipment owner and intended compensation recipients in the proposal. If the name on the bill differs from the property owner, ask how the application should identify each party. Keep those answers with the proposal rather than relying on a verbal explanation.
2. Review the roof and electrical design
Ask a qualified installer or structural professional: How will you check the roof's capacity for the panel system and snow and wind loads under the applicable Connecticut State Building Code? Which code edition and design assumptions apply to this permit? Is an engineering report needed? These are project questions, not a statement that one calculation or drawing requirement applies to every New Haven roof.
Also ask about roof age, remaining condition, existing leaks and the consequences of replacing the roof after installation. Who assesses the framing and attachment method? What evidence supports the service-panel capacity and proposed connection? Would electrical work outside the solar installation be needed? Request a written scope that identifies exclusions, who performs any additional work, and how a design change would be approved before construction.
3. Confirm the City's permit and review requirements
New Haven's published Building Department responsibilities include building and electrical permits and construction inspections. The City's contractor guidance calls for license and insurance documentation and pertinent plans with an online application. Ask your installer who will submit each application and supply the drawings. Request the permit references and approved scope before work begins. Ask City Plan whether your parcel needs zoning, historic or coastal review. The City has a Coastal Program, and a January 2026 Historic District Commission agenda includes a roof-mounted solar proposal. Those sources establish that these review processes exist; they do not establish which approvals or exemptions apply to your roof. We could not verify a universal residential rooftop-solar review checklist for New Haven. Ask the City which departments must sign off, whether a historic designation or coastal boundary affects the property, what drawings are required, and whether review must finish before a permit can issue. Keep the City's response with the project records. Do not infer an exemption from a neighbor's project or from another Connecticut municipality's process.

4. Track utility interconnection separately
UI has a separate interconnection and incentive application process, submitted by installers or authorized agents through PowerClerk. UI reviews those two utility applications together. Ask who checks application completeness, responds to utility requests and communicates any design changes. Request a reference you can use to discuss the project with UI. Ask whether the proposal includes all meter arrangements and interconnection work, and which approval is needed before each construction step. Avoid making a construction date depend on an unconfirmed utility response. Use milestones and documented dependencies instead of a promised number of days.
5. Complete inspections and obtain authorization
New Haven's department directory lists building and electrical inspection roles within the Office of Building Inspection & Enforcement. The City therefore has its own inspection staff; we have not verified the inspector assigned to your solar project or whether any specialist review will be required. A passed City inspection is not utility permission to operate. UI describes metering and system testing followed by its review and a letter approving interconnection. Ask for the City's inspection closeout records and UI's written authorization to energize before treating the project as ready for normal operation. Before handover, ask the installer to explain monitoring access, shutdown instructions, warranty contacts and responsibility for unresolved items. Keep approved drawings, inspection records, utility correspondence and the final equipment list together. If a required inspection identifies a correction, ask who will complete it and obtain confirmation that the correction has been accepted.
6. Make production estimates reproducible
NREL's PVWatts estimates photovoltaic production from entered system and location information. Its published caution identifies assumptions, uncertainties and limits on representing site conditions. Ask the installer to save the model inputs and output with the proposal: location, system capacity, orientation, tilt and loss assumptions. Ask how trees, nearby obstructions and different roof faces were assessed. Compare proposals using consistent assumptions, and request an explanation when results differ. Save the original estimate before accepting later revisions so you can understand what changed and why.
